COURSE DESCRIPTION

By attending this course, employers will acquire the skills necessary to carry out the functions assigned to them under the law (Art. 18, Legislative Decree No. 81/2008), gaining awareness of the actions required by the responsibilities of their role.

This course is also valid to fulfill the training obligations for the employer of the contracting company as required by Art. 97, paragraph 3 ter, of Legislative Decree No. 81/2008, supplemented by attending the additional “Construction Sites” module.

TARGET AUDIENCE

The course is designed for all employers across all ATECO sectors.

LEARNING OBJECTIVES

The training course aims to provide participants with organizational, managerial, and legal skills to manage workplace health and safety, moving beyond a formal approach toward a substantive, prevention- and protection-oriented perspective, in line with the continuous evolution of the world of work.

The objectives of the employer safety training course are:

a) To provide the knowledge and skills required to fulfill the role of employer.
b) To explain the criminal, civil, and administrative obligations and liabilities of the employer and other workplace prevention figures.
c) To illustrate the institutional prevention system and the role of supervisory authorities.
d) To develop skills for organizing and managing the company’s prevention and protection system.
e) To introduce the most suitable communication tools for effective interaction within the workplace context.

COURSE MODULES
Module 1: Legal and Regulatory

The legislative framework on health and safety at work.

The identification and role of the employer in the organizational context.

Prevention system stakeholders under Legislative Decree No. 81/2008: duties, obligations, responsibilities, and insurance coverage.

Delegation of functions: conditions and limits.

Civil and criminal liability of the employer.

Administrative liability under Legislative Decree No. 231/2001 in the private sector.

Prevention of workplace violence and harassment (ILO C190 Convention on the elimination of violence and harassment at work).

Inclusion of disabled workers (Legislative Decree 213/2003, DL 76/2013, converted by Law 99/2013).

The role of ASL, INL, VVF, and INAIL.

Supervisory bodies and inspection procedures.

Module 2: Organization and Management of Occupational Health and Safety

Organizational and management measures for protection pursuant to Articles 15 and 30 of Legislative Decree No. 81/2008:
a. Compliance with legal technical-structural standards on equipment, facilities, workplaces, chemical, physical, and biological agents, with required documentation and certifications.
b. Risk assessment and related prevention and protection measures, prioritizing collective over individual protection, including stress-related risks, pregnancy-related risks, gender, and age differences.
c. Management of interference risks and DUVRI.
d. Organization and management of emergencies, first aid, contracts, and periodic safety meetings.
e. Health surveillance.
f. Information, training, participation, and consultation of all stakeholders as per Legislative Decree 81/2008.
g. Supervision of compliance with safe working procedures and verification of their effectiveness.

Voluntary organizational and management models.

Costs of lack of safety and benefits of safety.

Communication and information techniques and tools.
